The U.S. Department of Transportation's DBE (disadvantaged business enterprise) program provides a vehicle for increasing the participation by minority and women owned businesses in state and local procurement. DOT DBE regulations require state and local transportation agencies that receive DOT financial assistance, to establish goals for the participation of DBEs. Each DOT-assisted State and local transportation agency is required to establish annual DBE goals, and review the scopes of anticipated large prime contracts throughout the year and establish contract-specific DBE subcontracting goals.

Lambert-St. Louis International Airport has established a Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantage Business Enterprise (ACDBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26 and 23.   Lambert-St. Louis International Airport has received Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, Lambert-St. Louis International Airport has signed an assurance that it will comply with 49 CFR Part 26 and 23.

It is the policy of Lambert-St. Louis International Airport to ensure that DBEs, as defined in part 26, have an equal opportunity to receive and participate in DOT assisted contracts.  It is also our policy:

  • To ensure nondiscrimination in the award and administration of DOT assisted contracts;
  • To create a level playing field on which DBEs and ACDBEs can compete fairly for DOT assisted contracts;
  • To ensure that the DBE and ACDBE Program is narrowly tailored in accordance with applicable law;
  • To ensure that only firms that fully meet 49 CFR Part 26 and 23 eligibility standards are permitted to participate as DBEs and ACDBEs;
  • To help remove barriers to the participation of DBEs and ACDBEs in DOT assisted contracts;
  • To assist the development of firms that can compete successfully in the marketplace outside the DBE and ACDBE Program.
